Jakarta's odd-even number plate rule, explained

When the rule applies, which cars are exempt, and how to plan a day around it.

To reduce congestion, Jakarta limits which cars can use many of its main roads at rush hour, based on whether the last digit of the number plate is odd or even.

How it works

On an odd-numbered date, only cars whose plate ends in an odd number may use the affected roads during restricted hours. On an even-numbered date, only even plates may. Outside those hours, any car can drive on them.

When it applies

  • Mornings, 06:00 to 10:00 WIB
  • Afternoons and evenings, 16:00 to 21:00 WIB

The restriction applies on weekdays, on dozens of Jakarta's main roads.

Enforcement and fines

The rule is enforced by police and by electronic traffic cameras (ETLE). The fine for breaking it is up to Rp 500,000.

Who is exempt

Exemptions include electric cars, taxis, public transport, ambulances, fire engines and some official vehicles. Ride-hailing cars are private vehicles, so check before you book a ride across a restricted road.

How to plan around it

  • Schedule cross-town meetings between 10:00 and 16:00 where you can.
  • Use a taxi, an electric car or public transport during restricted hours.
  • If you have a driver, make sure the car's plate matches the date, or the route avoids restricted roads.
